Integrated Urban Infrastructure Development in Nanded

Integrated Urban Infrastructure Development Programme has been proposed by IL&FS as a combined effort to support & complement the efforts of the Government of India and State Governments as well as the Urban Local Bodies for enhancing outreach, scope and coverage of infrastructure and public services on sustainable developmental principles. The integrated approach focuses on :

  • Balancing the need for development with available resources

  • Leveraging the resources to the maximum extent possible to facilitate greater development

  • Integrating existing infrastructure and enhancing its capacity/life for desired performance and usage

  • Strengthening the municipal body with replicable models/formats/processes

  • Supplementing the institutional capacity of the local body in development & implementation in an expeditious or time bound manner

  • Assisting the local body in undertaking reforms and enhancing creditworthiness

In line with these objectives, the Nanded Infrastructure Development Program has been initiated by the Nanded Waghala City Municipal Corporation in partnership with IL&FS.

Nanded has embarked upon a Rs. 2081 crores Infrastructure Development program of which almost Rs. 1300 crores would be funded through Jawaharlal Nehru National Urban Renewal Mission (JNNURM) and balance as Gur-ta-Gaddi grants committed from GoI, State Government, Gurudwara Board as well as public contributions.

The Nanded Waghala City Municipal Corporation (NWCMC) has appointed IL&FS as the Program Manager to implement the urban infrastructure components undertaken under the JNNURM. As the Program Manager, the role of IL&FS involves:

  • Project Identification & Conceptualization

  • Project Development

    - Master Plans, Feasibility reports & Detailed Project
    Reports
    - Assisting in Technical Closure of Project

  • Financial Closure for Identified Projects

  • Project Implementation

    - Bid Process Management
    - Construction Supervision & Project Management

  • Advise and Assist in Reform implementation

The City Development Plan with a long-term vision of 25 years was formulated by NWCMC with technical assistance from IL&FS and in consultation with citywide stakeholders. The IL&FS group is presently working across different sectors preparing Detailed Project Reports as well as bidding phase activities for short listing of reputed contractors.

The different infrastructure sectors undertaken on priority for development include:

  • Water Supply, Sewerage and Storm Water Drainage

  • Improvement to Transportation Networks including Roads, Bridges/Flyovers and Public Transport

  • Resettlement & Rehabilitation of Gurudwara Redevelopment affected families

  • Urban Renewal of old and Heritage Areas

  • Riverfront Development

  • Slum Area Improvement and

  • Solid Waste Management
