Tripura-Tele-Ophthalmology Project

[ICT-Enabled Eye Care out Reach Program for Rural Tripura]

The Tripura Vision Centre Project is a pioneering initiative in delivering Eye Care services to the previously un-reached rural citizens of the State

The project is conceived and designed by IL&FS-ETS in collaboration with Aravind Eye eCare System, for the Department of Health, Government of Tripura

Providing preventive & primary eye care services to the common man almost at their door step, with a scope to improvise and extend services to primary and preventive health care, are the core objectives of the Project

The project has trained paramedical ophthalmic assistants located at block HQ across the state at the Vision Centre (VC). The VC is connected to the base hospital out patient counter (OPD) through a Wireless technology along with all required Eye care screening equipments

At the OPD, the Doctors provide consultation online through connectivity-enabled computers installed with the required Video Conferencing cum application modules. The Doctors are able to arrive at a conclusion and to prescribe medicines/spectacles, as the case may be to these patients from the remote VCs online. Only Patients requiring tertiary or secondary care support are required to visit the hospital, thus saving tangible amount of time & money for the patient

The IL&FS approach took cognizance of the local nuances and identified and engaged local resources, built capacity, established a decentralized management system and linked local level small time business units in ICT with larger ICT solution providers. Thus establishing the Project without compromising on the quality of delivery. The entire project is expected to impact and prevent needless visual impairment among 34, 32,000 population of the State. The district of West Tripura already has shown almost 70% of reduction in travel to Agartala by patients (the state head quarters) for eye care due to this intervention

The Tripura Tele-Ophthalmology Project or the Vision Centre Project was awarded The National Awards for e-Governance 2008-09 under the special sectoral category - "Health" at the 12th National e-Governance conference held at Goa on the 12th of February 2009, by The Government of India through the Department of Administrative Reforms & Public Grievances jointly with Department of Information Technology

The project was adjudged among some 200 plus applications filed from across various states of the country

The State Government has devised an ambitious plan to scale the benefits of the project to primary and preventive health care segments as well. It is expected that the 12th year plan of the nation will seriously consider incorporating the model as a way of delivering Health Care services to remote and backward areas of the country using Information & Communication Technologies with health care service provisioning
