Computer Aided Learning (CAL) in the State of Bihar

IL&FS Education and Technology Services Limited (IETS), a subsidiary of Infrastructure Leasing & Financial Services Limited (IL&FS), along with Bihar State Electronics Development Corporation Ltd., (BSEDC) will implement a programme for Computer Aided Learning (CAL) in 37 districts of Bihar. This programme will be implemented on a public-private-partnership format under the Sarva Shiksha Abhiyan Programme.

This Public Private Partnership intervention will impacting 1,25,000 children and 1900 teachers and will include:

Creation of Infrastructure: Setting up computer labs in each of the 38 districts of Bihar in 244 schools selected by the education department. Each lab has computers; printers; an UPS; generators; and a community-learning device the K-Yan (designed by IETS with IIT Mumbai)

Teachers Training: The training program will introduce the use of ICT in teaching, train teachers in the use of computers and the K-Yan, and address aspects like lesson planning and classroom management. The training program is being conducted in 3 phases:

  • Initial training on Computer Familiarization and K-Yan
  • Introduction and utilization of Multimedia Content for actual supplementation of classroom teaching and curricular practices
  • Refresher Course

Development of State Specific e-TLM in local languages for elementary level (class VI to VIII): The multimedia content is being developed specifically for the schools in Bihar and the process is stakeholder owned. Teachers and teacher-educators in Bihar identify hard spots in the syllabus. The TLM content i.e. multimedia teaching learning materials, is validated by academic experts and the State Council for Educational Research Training (SCERT) Bihar. The learning modules that are developed are loaded on the computers and K-Yan in each computer lab. The focus in stage one is on English, Hindi, Sanskrit, Urdu, and Maths

Setting up of a Control Room: Technicians and IETS personnel monitor the implementation of the project and help teachers and school administrators address any technical or other issues that may arise. IETS also has a dedicated team of field persons at the district level who monitor the labs in each school under their jurisdiction. Close monitoring of the Programme will ensure quality and efficient implementation
