Solid Waste Management

The Municipal Solid Waste (Management & Handling) Rules, 2000 and judicial actions have put pressure on the Urban Local Bodies (ULBs) to take steps to put in place appropriate solid waste management (SWM) systems. IL&FS Ecosmart Limited (Ecosmart) is currently working on such SWM projects for a number of Municipal Corporations in the country

In the absence of a holistic approach, several SWM projects are languishing or operating far below capacity. The distinguishing feature of Ecosmart’s approach is that it seeks to address environmental, social and commercial aspects including developing bankable projects with the appropriate implementation and financing framework. The projects so developed would be considered for bidding out for private sector participation using a Public-Private Partnership (PPP) through transparent and competitive bidding processes. Private sector participation will help address the considerable financing requirements in the sector

SWM Mumbai - The Municipal Corporation of Greater Mumbai following a competitive bidding process has awarded a consultancy contract to Ecosmart for setting up scientifically managed and environmentally sustainable SWM services at three disposal sites located at Deonar, Mulund and Gorai. The problems faced at these sites are unique in nature, which makes this contract one of the most challenging and prestigious mandates in the SWM field

As part of this assignment, Ecosmart will undertake detailed data collection and analysis to arrive at waste characterisation for close to 8000 tonnes per day of municipal solid waste. Ecosmart will evaluate the environmental and social impact of current SWM practices and work out appropriate technological solutions for processing and scientific management of waste at the disposal sites. The projects would be developed taking into account constraints in terms of availability of land and after evaluating available technologies and their environmental and social impact. Ecosmart would closely examine the possibilities to recycle and reuse the waste, with special emphasis on the commercial and marketing aspects of the processed (recyclables, compost, waste to energy) outputs generated

SWM Delhi - Another prestigious mandate that Ecosmart is working on is the design and implementation of scientific SWM services for treatment and disposal of about 6000 tonnes of solid waste in the city of Delhi. One of the focus areas of this mandate is the treatment and disposal of construction and demolition (C&D) waste, a problem being grappled with in several cities. The Delhi model envisages involvement of private sector firms in service delivery. As in Mumbai, Ecosmart will develop not only environmentally sustainable technical solutions, but will also bid out the SWM services following a transparent and competitive bidding process

SWM Guwahati - Ecosmart has established track record in the field of providing professional advisory and project implementation services. It is already involved in two other on-going SWM projects. Ecosmart successfully participated in a competitively bid out contract awarded for preparation of a detailed project report for SWM services for the City of Guwahati. This contract requires Ecosmart to develop an integrated solid waste management system for Guwahati Municipal Corporation

SWM Kottayam - Recently Ecosmart has also successfully bid out the first private sector integrated SWM project comprising composting and landfill facilities at Kottayam which forms part of the Kottyam–Kumarakom Ecocity Programme. The Kerala Chief Minister has formally launched this project on June 18, 2005. Ecosmart’s work in Kottayam demonstrates that if a project is well structured, the private sector will be willing to come in, invest capital and provide economically and environmentally sustainable SWM services despite the small size of the project. The waste generated at Kottayam is around 40 tonnes per day. This project is expected to provide a replicable model for similar projects in smaller towns and cities across the country. Ecosmart made extensive efforts for the successful delivery of this project. Ecosmart held several discussions with the stakeholders including authorities at municipal, district and state level to finalise the contours of the project and move it forward. Ecosmart also held meetings with several potential private sector operators to seek their interest in the project
