Skills and Employment in Apparel Manufacturing (SEAM)

SPRING-Skills Program for INclusive Growth, is a unique model of Infrastructure Leasing & Financial Services Cluster Development Initiative Limited (IL&FS CDI) to make young unemployed persons of our Nation employable through effective, industry specific training programs which guarantee placement on successful completion of the program

SEAM- Skills & Employment in Apparel Manufacturing, is the flagship skill development program focused on training 5 lakh rural Below Poverty Line (BPL) youth over a period of 5 years and provided them with jobs in the Apparel Industry. Conceived as a public private partnership among the Government of India, industry, and training institutions, the Program leverages on the existing strengths, infrastructure and resources of the partners, for optimal outcomes, without creating new buildings or institutions

IL&FS CDI, the Program management and implementing agency has established a special purpose vehicle called Apparel Textile Manpower Development Services Limited, wherein the industry has teamed up as shareholders to undertake the Program

A pilot project has been launched for a one-month industrial sewing machine operator program to train and place 30,000 rural BPL youth in the Apparel Industry. 15 Training Centers have already been operationalised.The centers located in Andhra Pradesh (2), Bihar (1), Gujarat (1), Karnataka (3) Maharashtra (1), Tamil Nadu (6), Uttar Pradesh (1). Currently,837 BPL youth have been trained of which 455 trainees have been placed in the Apparel Industry(Placement for 382 trainees is underway) and another 908 Trainees are undergoing Training in these 15 Training Centers

Work is underway to operationalise the next set of Training Centers. It is proposed to have a total of 50 centers operationalised by March 2008

A web portal has been developed to exclusively track and monitor the progress of the above captioned program. It is a live e-potral with active data on the statistics, progress and other aspects of the program. The URL for the website is www.ilfs-spring.com
